SEER Annual Site License Renewal

The NASA IT Procurement Office has issued a sole-source, firm-fixed-price award under solicitation 80TECH26QA094 to Galorath Incorporated for the annual site license renewal of the SEER software suite. The procurement covers SEER for Software Estimator and Project Manager editions, as well as SEER for Hardware Estimator and the Electro Optical Sensors Option. The period of performance is from August 28, 2026, to August 27, 2027. While administered through NASA Headquarters in Greenbelt, Maryland, the licenses will be utilized agency-wide across multiple centers, including Ames, Glenn, Goddard, Johnson, Jet Propulsion Laboratory, Kennedy, Langley, and Marshall. This acquisition is justified as a sole-source procurement under FAR 6.104-1(a) and 10 U.S.C. 3204(a)(1) due to the proprietary nature of Galorath's parametric methodology. SEER is established as a NASA agency standard with over 20 years of institutional use, and it is the only tool compatible with the agency's existing cost models and historical data. Market research confirmed that no viable alternatives exist, as other options were deemed non-responsive. Price reasonableness was determined by benchmarking against commercial list pricing and historical renewal costs to ensure continuity of mission-critical cost, schedule, and risk estimation capabilities.
