The Selective Service System (SSS) is conducting market research through a Request for Information (RFI) titled “Selective Service System (SSS) Readiness Simulation” under solicitation number 90MC00_0003, with a posted date of May 20, 2026, and a revised submission deadline of May 29, 2026, at 2:00 PM EST. The RFI seeks input from vendors on the design, development, and delivery of a government-owned predictive Discrete Event Simulation (DES) model to analyze manpower delivery, staffing, and operational workflows under various mobilization scenarios, including registration, selection, notification, classification, and alternative service management. The model must be standalone, user-modifiable, and capable of generating anonymized aggregate statistical outputs without handling any Personally Identifiable Information (PII). Full government rights to all technical assets—including source code, database schemas, configuration files, and build pipelines—are required, with no restrictions on use or reproduction. The system must authenticate users via Microsoft Entra ID using SAML 2.0 and operate within an SSS-approved cloud environment, though no formal Authority to Operate (ATO) is required at award; an Interim Authority to Test (IAT) is acceptable during development. The place of performance is the SSS National Headquarters in Arlington, Virginia, and all development and testing must occur within SSS-controlled IT infrastructure. Although the anticipated contract structure will be Firm Fixed Price (FFP), no pricing details, estimated values, or evaluation criteria are specified at this stage, as this is a pre-solicitation market research effort. There are no mandatory compliance requirements for DoD modeling standards such as MIL-STD-3022 or DoDI 5000.61; instead, validation, verification, and accreditation will be conducted internally by SSS subject-matter experts. The solution must be independently operable with no integration into existing SSS systems, and vendors must ensure that SSS personnel can maintain and update the model post-delivery, requiring comprehensive training and documentation. Responses must be submitted via email to Cane Toussaint by the deadline, including a company capability statement, projected timeline, estimated costs, and any supplementary information, with no page limits or mandatory formats. No set-aside status has been determined, and while UEI or CAGE codes are not required for this RFI, they will likely be mandatory in the future RFQ. The period
