This is a total small business set-aside with a response deadline of August 17, 2026, and a required delivery within five days after award. Technical and quality requirements referenced in the contract are governed by the DLA Master List of Technical and Quality Requirements, with revisions controlled by either the solicitation or award date depending on the acquisition size. Manufacturing and non-manufacturing suppliers must comply with tailored higher-level quality requirements and configuration change management procedures, including formal requests for deviations or waivers. Components subject to Qualified Products Lists or Qualified Manufacturers Lists must be sourced from qualified sources, and inspection and acceptance may occur at the origin. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances required unless otherwise specified, and attributes are assigned verification levels or AQLs based on criticality. The contract includes mandatory compliance with export control regulations under ITAR or EAR, prohibiting unauthorized disclosure of technical data to foreign persons regardless of location, and restricting access to contractors with JCP certification, completion of DOD export training, and DLA approval. Contract Data Requirements List CDRL-81361CARPH-17272 is included in the Technical Data Package, and all associated costs for data deliverables must be factored into the unit price without separate pricing. Covering defense information applies under RD002, and government identification must be removed from non-accepted supplies per RQ011. Packaging must adhere to DLA requirements, and certificates of conformance are authorized unless overridden by a quality assurance letter. The solicitation is fully open to competition, and the contract is managed by point of contact Lee Miller via email and phone provided, with all documents and training resources accessible through DLA’s official web portal.
