Senior Business Analyst Services

This procurement is set aside exclusively for Indigenous businesses under the federal government’s Procurement Strategy for Indigenous Business (PSIB), requiring bidders to certify their eligibility and full compliance with PSIB criteria. Only holders of the Task-Based Informatics Professional Services (TBIPS) Supply Arrangement under EN578-170432, specifically those qualified in Tier 1 ($0–$3.75M) within the National Capital Region for Stream 4: Business Services, Category B.1 Business Analyst Level 3, are eligible to respond. The requirement is for senior business analyst services to support concurrent modernization, digital enablement, and IT-enabled transformation initiatives at the Public Service Commission of Canada. No individual resumes will be evaluated during the request for proposal stage; the solicitation is solely to establish corporate capacity. Resource assessment and assignment will occur only at the Task Authorization stage, with an indicative need for two resources at 260 days per year each. The resulting contract will have a base term of two years with one irrevocable one-year option period, totaling up to three years of potential performance. Services must be delivered within the National Capital Region, primarily in Gatineau, and the contract is subject to the TBIPS framework’s specifications for Stream 4, Category B.1, Level 3. Security requirements mandate a Designated Organization Screening (DOS) under Common PS SRCL #6, though reliability screening is not required. Proposals must be submitted by the deadline of July 7, 2026, and all communications and inquiries must be directed to the Contracting Authority, Angela Yang.
