The position requires engagement with a diverse range of technical, operational, and executive stakeholders to facilitate successful delivery of digital transformation outcomes. This is a new requirement with no incumbent, and proposals are invited only until May 1, 2026, with invitations having been initially extended to 15 suppliers but now open to qualified Supply Arrangement holders without an extended deadline. The work will be performed in the National Capital Region.

The Canadian Joint Forces Command (CJFC), operates within the Department of National Defence (DND) in support of the Canadian Armed Forces (CAF), is advancing the modernization of its digital backbone to enable integrated, data-driven decision-making across joint operations. This transformation includes the implementation of enterprise data platforms, modernization of legacy systems, strengthened governance frameworks, and enhanced interoperability across domains and partners. As digital capabilities expand in scope and complexity, effective coordination, oversight, and delivery management are critical to ensuring that initiatives align with strategic objectives, operational requirements, and departmental standards. Programs under these initiatives involve multiple stakeholders, cross-functional technical teams, external vendors, and evolving delivery times. To support the successful execution of these initiatives, CJFC requires a dedicated Business Transformation Architect to provide structured leadership, governance oversight, and delivery coordination. The Business Transformation Architect will ensure the project activities are aligned with the Defence Data Strategy, Digital Campaign Plan, and enterprise architecture direction, while maintaining schedule, scope, cost and risk controls. This role will operate within a highly dynamic environment requiring collaboration across technical, operational, and executive stakeholders. The Business Transformation Architect will support planning, reporting, risk management, stakeholder engagement, and performance tracking to ensure the timely and effective delivery of digital transformation outcomes. The contract period will be for One (1) 12-month period from the date of contract award with an option to extend it for up to (One) additional (12) month periods. Please note: That Department of National Defence has already invited 15 suppliers to submit proposals in response to CCSI-26-0086 However, Department of National Defence will extend this invitation to qualified Supply Arrangement holders however the bid close date will not be extended as a result. Please Note: This is a new requirement. There is NO incumbent.
