8/5/2026: Amendment 0004 - The purpose of this amendment is to provide a response to questions recieved from Industry. The question and the Government's response are included below: 


Q: Could you please clarify whether offerors are required to have an active CMMC Level 2 (Self) assessment, affirmation, and associated CMMC UID established in SPRS at the time of the proposal submission, or if this requirement must be satisfied prior to contract award?


A: In accordance with Section L.4.2.4(m) located in Attachment 1 - Combined Synopsis Solicitation - Senior Engineering Services - Amendment 0003, to be eligible for contract award, the Offeror must possess a current, valid CMMC Level 2 (Self) status (either 'Final' or 'Conditional' with an active Plan of Action and Milestones) in the Supplier Performance Risk System (SPRS) at the time of the solicitation due date. 


No changes have been made to the solicitation as a result of this question from Industry.

Solicitation number W911QY26RSETS is issued as a request for proposal (RFP) for senior engineering services to develop and deliver world-class leading-edge Military food service equipment systems and technologies to all four Services. This solicitation including any attachments may be downloaded from SAM.gov at website SAM.gov.


This acquisition is 100% set aside for small business concerns. The most applicable NAICS code associated with this project is 541330 (Engineering Services).  The small business size standard is $25,500,000.00. The most applicable PSC Code associated with this project is R425 (Support-Professional: Engineering/Technical). To be eligible for contract award, offerors must be registered in the System for Award Management (SAM) as a Small Business under NAICS code of 541330 (Engineering Services). This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


This written solicitation is issued in accordance with Revolutionary FAR Overhaul (RFO) FAR 12.202(b). A Standard Form 1449 (Solicitation/Contract/Order for Commercial Items) will not be used for the issuance of this solicitation; however, the Government anticipates awarding one Firm Fixed Price (FFP) Contract from this solicitation using the SF1449.
