AI Contract Overview
The Dallas Area Rapid Transit Authority (DART) is soliciting bids for the supply of SENSITIVE EDGE ASSY with solicitation number 2099207, with a submission deadline of May 8, 2026. All responses must be submitted through the BONFIRE portal after registration, and pricing details are accessible only via the in-browser BidTable interface, which is not viewable without initiating the submission process. The contract requires FOB Destination shipping terms, with freight costs included in the quoted price; FOB Origin and Prepay and Add terms are not accepted. Delivery is of the essence, and failure to meet specified timeframes may result in rejection or default termination. Payment is Net 30, with invoices submitted electronically to [email hidden] in triplicate, one marked as original, and must include detailed line items such as purchase order number, item number, description, quantity, unit price, and extended total. Payment timing is based on the later of invoice receipt or order receipt unless otherwise documented in writing. The Authority retains the right to inspect and accept goods at the destination, and the Seller is responsible for ensuring conformity with all technical specifications, commercial quality standards, and applicable laws, including a mandatory certification affirming non-participation in the boycott of Israel and non-affiliation with entities on the Texas Comptroller’s list of foreign terrorist organization partners. Termination for default is permitted for non-performance, with liability for reprocurement costs, while termination for convenience is also authorized at the Authority’s discretion. Assignment of the contract without consent is prohibited, and all communications must be in writing. No formal FAR clauses are applied; instead, DART has implemented its own set of 18 contractual provisions covering acceptance, definitions, delivery, changes, inspection, disputes, warranties, taxes, force majeure, intellectual property, confidentiality, compliance with laws, and certifications. Packaging, marking, preservation, and military standards such as MIL-STD-129 or MIL-STD-2073 are not specified. The evaluation methodology, including award basis, weighting, or technical acceptability thresholds, is not disclosed, and no contract value is stated due to restricted pricing data. No key personnel, security clearance, options, or organizational conflict of interest clauses are included, and no Unique Entity ID, CAGE code, or socioeconomic certifications are required. The place of performance is Texas, and governing law is the state of Texas.

Full Description
--- **PURCHASE ORDER TERMS AND CONDITIONS** -- All purchase orders are subject to Dallas Area Rapid Transit Authority's Terms and Conditions. The complete PO Terms and Conditions PDF is available for download in the "Supporting Documentation" section below.
**Freight Terms Notice -** Please ensure that all bids/quotes reflect FOB Destination shipping terms with the freight cost included in the overall price. DART does not typically accept FOB Origin or Prepay and Add terms.
**Delivery Terms Notice -** Time and rate of deliveries are of the essence of this order. Seller's failure to deliver at the time and rate specified shall be the basis for rejection and default termination by the Authority (*Dallas Area Rapid Transit Authority*).
**Payment Terms Notice -** All vendors are advised that DART's payment terms are Net 30. Invoices shall be submitted (contact@example.gov) in triplicate (one copy shall be marked 'Original"), unless otherwise specified, and shall contain the following information: purchase order number; item number; purchase order description of supplies, services, or construction; sizes; quantities; unit prices; and extended totals. Unless otherwise specified, payment will be made on partial deliveries accepted by the Authority when the amount due on such deliveries so warrants. *Invoices will be paid 30 days from receipt of the invoice or 30 days from receipt of the order, whichever is later, unless other payment terms have been agreed upon in writing.*
**Termination for Default Notice -** The Contracting Officer may by written notice terminate this order, in whole or in part, for failure of the Seller to perform any of the provisions hereof within the time periods specified. In such event, the Seller shall be liable for damages, including the excess cost of reprocuring similar supplies or services or completing construction; provided that, if (i) it is determined for any reason that the Seller was not in default, or (ii) the Seller's failure to perform is without his and his subcontractor's control, fault, or negligence, the termination shall be deemed to be a termination for convenience under paragraph 12. As used in this provision, the term "subcontractor" and "subcontractors" means subcontractors, vendors, and suppliers at any level.
