The U.S. Geological Survey’s Office of Acquisition and Grants, under the Department of the Interior, has issued a solicitation for the design, fabrication, and delivery of a Sensor Water Tank to support hydrologic equipment testing at its facility in Tuscaloosa, Alabama. The tank must meet precise dimensional specifications of approximately 120 inches in length, 41 inches in width, and 41 inches in height, with a capacity of about 900 gallons, and must be constructed to withstand long-term immersion in untreated tap water while maintaining structural integrity under hydrostatic pressure with a minimum safety factor of 2.0. Key deliverables include the finished tank with passive insulation and no cover, as-built drawings, material certifications, structural load calculations, and coating documentation, all of which must be submitted with the delivery. The unit must be delivered F.O.B. Destination to the specified site within 150 calendar days of contract award, and must comply with commercial packaging and preservation standards to ensure safe transport without damage, deformation, or contamination. The contract is evaluated under a Lowest Price Technically Acceptable (LPTA) basis, meaning award will be made to the offeror whose proposal meets all technical requirements at the lowest price. The contract incorporates a range of Federal Acquisition Regulation clauses related to compliance, labor, security, procurement integrity, and environmental stewardship, including prohibitions on contractor confidentiality agreements, whistleblower protections, trafficking in persons, Buy American requirements, sustainable products, and supply chain security under the Federal Acquisition Supply Chain Security Act. All invoicing must be conducted exclusively through the Department of the Interior’s Invoice Processing Platform, and payments will be disbursed via electronic funds transfer. The contractor is responsible for providing all documentation required for acceptance, including proof of material suitability, corrosion resistance, and surface finish standards that prevent damage to sensitive test equipment. Offerors must hold a valid Unique Entity Identifier and CAGE code registered in SAM, and must self-certify their size status as small or other-than-small business, with potential socioeconomic representations for HUBZone, WOSB, SDVOSB, or SDB status requiring validation in SAM prior to award. The Government will conduct inspection and acceptance testing at the delivery site, verifying zero leakage during a 24-hour hydrostatic test, adherence to dimensional tolerances, and structural performance under load. Any deviation from specified standards must be justified and approved, and the contractor is required to provide a one-year warranty covering defects in materials and workmanship.
