Full Description
This effort supports the modernization of underground communication infrastructure connecting Intercontinental Ballistic Missile (ICBM) sites across the F.E. Warren Air Force Base (FEW AFB) operational area in Wyoming, Nebraska, and Colorado. The Government requires comprehensive contractor support to execute real estate licensing activities essential to meeting the Sentinel program’s aggressive schedule for the upgrade of existing lines. The program’s central challenge is securing timely, compliant, and effective engagement with landowners across numerous tracts to ensure the Government gains temporary construction access to land in time to install new fiber optic cables. The Air Force currently has 1,575 miles of 16.5 feet (one rod) wide perpetual easements that are supporting Minuteman III ICBM communication cable, but additional temporary workspace is needed to support Sentinel construction activities. See the attachment for a more detailed description of the requirement. This sources sought is being posted to determine interest (market research), small business capability, and potential contractual method. The use of a Commercial Solutions Offering, the Oasis contract, or a commerical contract are all potential options.
Update 29 May 2026 - the program does not intend to include the CMMC requirement in the request for proposal.
Update 10 June 2026 - The sources sought responses will assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and/or to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
