Full Description
This effort supports the modernization of underground communication infrastructure connecting Intercontinental Ballistic Missile (ICBM) sites across the F.E. Warren Air Force Base (FEW AFB) operational area in Wyoming, Nebraska, and Colorado. The Government requires comprehensive contractor support to execute real estate licensing activities essential to meeting the Sentinel program’s aggressive schedule for the upgrade of existing lines. The program’s central challenge is securing timely, compliant, and effective engagement with landowners across numerous tracts to ensure the Government gains temporary construction access to land in time to install new fiber optic cables. The Air Force currently has 1,575 miles of 16.5 feet (one rod) wide perpetual easements that are supporting Minuteman III ICBM communication cable, but additional temporary workspace is needed to support Sentinel construction activities. See the attachment for a more detailed description of the requirement. This sources sought is being posted to determine interest (market research), small business capability, and potential contractual method. The use of a Commercial Solutions Offering, the Oasis contract, or a commerical contract are all potential options.
Update 29 May 2026 - the program does not intend to include the CMMC requirement in the request for proposal.
Update 10 June 2026 - The sources sought responses will assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and/or to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners.
Update 15 Jul 2026 - Questions and answers from industry have been posted as an attachment to this notice. The Government is also requesting help from industry on how to measure and incentivize regular and sufficient progress in acquiring licenses that takes into account levels of difficulty (such as difficulty contacting the owner(s), executing documents to clarify ownership, dealing with multiple owners, dealing with legal representation, etc.). For this initial effort we are anticipating approximately 1700 tracts. We also expects some landowners to own multiple tracts so the number of licenses will be less than 1700. The initial thought is that we will be paying a set amount for each landowner involved and then an additional fee for each successful license with the fee being significantly higher to incentivize the awardee to try their utmost to get the signature. If contractors have alternative ideas on how to differentiate the work and how to apply fees and pricing, we are open for the input - if there are best industry practices out there, we want to know. Please provide responses within the next two weeks.
