Notice of Intent to Sole Source


Solar Powered Lights


The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of SEPCO Solar Lights to SOLAR ELECTRIC POWERCOMPANY. The procurement of the Solar Electrical Material, will enable cost effectiveness to repurpose existing street light poles to utilize the required solar lighting, necessary over critical locations along major crosswalks. Going with any other manufacturer would require costs to cover on-site engineering designs to ensure compatibility between the existing electronic systems on the eight existing poles and may cause warranty issues due to the mixing of technologies from different manufacturers. SEPCO is the original manufacturer’s components and have been verified to be fully compatible with the existing solar lighting infrastructure currently installed at the site. The existing solar lighting system was originally installed in 2011 using SEPCO-manufactured equipment. Although other manufacturers may produce similar solar lighting components, no alternate source has been identified that can be installed without additional engineering analysis, onsite verification, and compatibility testing with the existing control systems, charging systems, solar panels, and pole infrastructure currently in place on the eight installed light poles. Use of non-SEPCO components would introduce technical risk, require additional engineering costs, and may create operational issues associated with mixing technologies from different manufacturers. It may also affect system reliability and could necessitate full replacement of the existing system rather than repair of the non-functional components.

This notice of intent is for information purposes only.  All sources eligible to provide this requirement must respond in writing.  Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above.  A request for documentation will not be considered as an affirmative response.  If no responses are received, within 10 calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.  Response to this notice is to be sent to Yaynel.c.yambo.civ@us.navy.mil
