This contract pertains to the repair of the SERVER,AUTOMATIC DA under emergency acquisition flexibilities, requiring a firm-fixed price quotation from vendors who must demonstrate authorized distributor status with the original equipment manufacturer. The contractor is obligated to perform teardown and evaluation of received carcasses within 90 days and submit a detailed repair quote that includes all associated costs—such as inspection, labor, replacement parts, handling of damaged or incomplete units, and CAV reporting—along with the teardown and evaluation rate, repair turn-around time, throughput constraints, and induction expiration date. The required repair turn-around time is 80 days from receipt, and all repaired items must receive final government inspection and acceptance within that window. The contract mandates strict adherence to MIL-STD-130 Rev N for item marking, prohibits mercury contamination in any form, and requires written approval if mercury is functionally necessary, with associated warning plates and containment protocols. Packaging, preservation, and labeling must comply with MIL-STD-2073 and other referenced standards, and any design, material, or part number changes must be formally approved by the contracting officer using designated code identifiers. The contract is issued under a total small business set-aside and is certified for national defense priority under the Defense Priorities and Allocations System (DPAS), requiring compliance with all relevant security protocols, including the prohibition of unauthorized disclosure of sensitive information. Offerors must submit evidence of authorization from the OEM and disclose any packaging or servicing locations outside their primary facility. All contractual documents are deemed issued upon electronic transmission, and acceptance is bilateral, requiring written contractor confirmation. The contractor bears full responsibility for quality assurance, inspection, and recordkeeping, with mandatory records retention for 365 days after final delivery. Technical documentation must be obtained through official DoD sources, and access to restricted documents requires formal government certification. Only authorized distributors may qualify for award, and failure to specify exceptions to solicitation requirements will result in award based strictly on stated terms, with post-award changes subject to cost deductions. Inquiries must be directed to NARYAN.SMITH.CIV@US.NAVY.MIL.

Mercury switches, mercury in glass thermometers, standard cells and other items containing mercury may be used if they are located so as not to constitute a contamination hazard. If external contamination by metallic mercury occurs or is suspected, the following test may be used to determine whether contamination by metallic mercury exists or whether corrective cleaning measures have been effective. Enclose the equipment in a polyethylene bag or close-fitting airtight container for eight hours at room temperature (70 degrees F minimum).Sample the trapped air and if mercury vapor concentration is 0.01 mg/cu meter or more, the material is mercury contaminated insofar as the requirements of this contract are concerned. These requirements shall be included in any subcontract or purchase order hereunder and the Contractor shall insure SubContractor compliance with these requirements. Technical questions pertaining to these requirements shall be referred to the Procurement Contracting Officer via the cognizant Administrative Contracting Officer. For background, the following information is provided: Mercury is corrosive to gold, silver, nickel, stainless steels, aluminum and copper alloys. Stainless steels, nickel, and copper alloys are widely used in reactor plants and other submarine/surface ship systems. Accidental trapping of mercury in a component could cause serious damage to vital parts. Mercury is also toxic if inhaled, ingested, or absorbed through the skin. It is evident that grave consequences could result from small amounts of mercury vapor present in an unreplenished submarine/surface ship atmosphere. 4. The inspection set forth in this specification shall become a part of the Contractor's overall inspection system or quality program. The absence of any inspection requirements shall not relieve the Contractor of the responsibility of assuring that all products or supplies submitted to the Government for acceptance comply with all requirements of the contract/purchase order. 66--COMM IND,OTBDThe U.S. Government, through NAVSUP Weapon Systems Support in Mechanicsburg, Pennsylvania, intends to procure nine units of a specialized spare part identified by NSN 1H-6625-014787568 and part number 5D89707G01, designated as AIRCRAFT COMM IND, OTBD, for sub-engineering/diesel systems. This procurement is being conducted on a sole source basis under 10 U.S.C. 2304(c)(1) and FAR 6.302, as NORTHROP GRUMMAN SYSTEMS CORPORATION is the original equipment manufacturer and the only known source capable of providing this component. No technical drawings or data are available to the Government, and it does not hold any rights to reproduce or source this part from alternative suppliers. The item is critical and classified as an emergency acquisition, necessitating immediate support without delay for source approval requests. The contract will last one year, include UID labeling requirements, apply Buy American provisions, and follow FAR Part 15 procedures rather than commercial item acquisition rules. The solicitation will be issued electronically via NECO on or about July 16, 2026, with proposals due by August 17, 2026, and an anticipated award date of August 31, 2026. While the notice states this is not a total small business set-aside, the contract data incorrectly lists it as such; the correct classification reflects no set-aside. All submissions must be made electronically to Jessica Grzywna at the provided email; no hard copies or phone requests will be accepted. Options may be added to the resulting contract, and potential offerors not currently approved must submit a Source Approval Request, though this will not delay procurement.
