The Centers for Disease Control and Prevention’s Global Health Center plans to modify an existing purchase order to expand its maintenance service agreement with Cepheid, the sole manufacturer of GeneXpert laboratory instruments, to include three additional devices: one GeneXpert GX-XVI R2, one GeneXpert GX16-16, and one GeneXpert GX4-4 10 color instrument. This modification will be issued on a sole source basis under FAR Part 12.102(a), as Cepheid is the only entity with authorized access to the proprietary technical specifications, calibration protocols, and replacement parts necessary to ensure the proper function and diagnostic accuracy of these instruments. Competitor participation is not permitted due to the exclusive nature of the equipment’s maintenance requirements, and no competitive solicitation will be posted on SAM.gov. Responsibility for this decision rests solely with the Contracting Officer, who will review any capability statements submitted by other firms prior to the deadline. The solicitation number is 2026-Q-95500, the response deadline is August 6, 2026, and all written inquiries must be directed to Liubov Kriel at vyh1@cdc.gov, with the solicitation number included in the subject line. The work will be performed in Atlanta, Georgia, under the jurisdiction of the Department of Health and Human Services.

The Center for Disease Control and Prevention (CDC), Global Health Center (GHC) intends to issue a modification to existing purchase order 75D30123M17407 on a sole source basis to Cepheid, 904 East Caribbean Drive, Sunnyvale, CA 94089, to add additional lab instruments to the existing maintenance service agreement.

The authority for this sole source acquisition is in accordance with FAR Part 12.102(a).

Maintenance service contractor Cepheid manufactures the GeneXpert instruments and is the sole source provider for maintenance service agreements to maintain the functionality of these instruments. As the original equipment manufacturer, only Cepheid has access to the proprietary technical specifications, parts, and calibration protocols required to properly service the instruments, and using a non-authorized provider would risk compromising instrument performance and the reliability of diagnostic test results. Therefore, Cepheid is the only responsible source capable of providing these maintenance services.

As a result of this synopsis, no competitive solicitation will be posted on sam.gov.  We will issue only one solicitation to the identified entity. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Officer by the closing date of this posting. The Contracting Officer will not respond to verbal request. All requests must be in writing.

A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

Inquiries shall be sent to Liubov Kriel by email at vyh1@cdc.gov and reference solicitation #2026-Q-95500 on the subject line.

All technical criteria must be rated as at least Acceptable for an offeror to be eligible for award. Following five amendments to incorporate Q&A and refine the solicitation, the final response deadline is September 14, 2026, at 5:00 PM EDT.
