This contract pertains to a source-controlled item, Part Number RAX00-2354, manufactured to Drawing 11669029 Revision A dated March 29, 1979, and furnished by the sole approved source, Donaldson Company Inc. with CAGE code 18265. The item is designated as a critical application item and must be produced and tested in strict accordance with limited rights technical data that only approved vendors may access; the Government cannot provide this data, so proposers must demonstrate direct traceability to the approved source. Compliance with MIL-STD-1916 or ASQ H1331 Table 1 is mandatory for sampling, with zero nonconformances required in the sample lot unless otherwise specified, and attributes are classified with verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 for critical, major, and minor characteristics respectively. The item must adhere to DLA-specific packaging and marking requirements, including MIL-STD-2073-1E for packaging and MIL-STD-129 for labeling with the special marking code 05 indicating “Delicate instrument.” Physical identification of the bare item must conform to RQ017, and the Safety Data Sheet and Hazard Warning Label must be reviewed and approved by technical personnel prior to award, with copies submitted to the DLA Aviation HMIRS office. Delivery is FOB Origin, with inspection and acceptance also occurring at Origin, and the item must be delivered to the Ordnance Readiness Development Center in Jiiji Township, Taiwan within 20 days of order. The contract requires electronic invoicing through Wide Area WorkFlow and includes a full suite of federal clauses covering equal opportunity, trafficking in persons, employment eligibility, sustainable products, cybersecurity safeguards under NIST SP 800-171, safeguarding covered defense information, hazardous materials compliance, prohibited sourcing from Communist Chinese military companies, and export controls. All offerors must possess a Unique Entity ID and CAGE code, and small business representations are required with supporting certifications if claiming 8(a), HUBZone, SDVOSB, WOSB, or EDWOSB status. The procurement is for 56 units with a fixed unit price of $56.00, and no price variance is permitted.
