This is a special notice that a sole source award will be made to Aeroflex Wichita, Inc. Please see the sole source justification below. TECHNICAL FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION WITH ONE MANUFACTURER (FAR 11.105) Introduction: Pursuant to Federal Acquisition Regulation 11.105, the following data is furnished to the Contracting Officer to support the requisitioning office's request that the items/services identified on the above-mentioned requisition must be manufactured by a specific company. The Requisitioning Office understands that a contract may not be awarded on a specific manufacturer basis unless the Contracting Officer concurs with the reasons stated below. 1. Identification of Agency, Contracting Activity and Document: DHS - FEMA / MERS 2. Nature and/or Description of Action Being Approved: This is a request to limit competition to Aeroflex as certified facilities as they are the manufacturer of the current GFE equipment. The service and warranty updates are being requested to be purchased by the authorized distributor VIAVI formally known as COBHAM. 3. Description of the Supplies or Services Required to Meet Agency's Need & the Estimated Value: This purchase is for the update of nine communications service monitors and to return them to an "in warranty" status with current calibration. This purchase also updates the testing options, service monitor operating firmware and some internal hardware. These updates are required to complete the test and alignment of the new multiband radios as the radios. The new radios are now more software defined with faster processors require more operating memory and require a closer tolerance in frequency stability. The estimated cost of this action is aproximatly $98,000.00. Evaluation of Other Potential Sources. Explain why this particular brand-name, product, or feature is essential to the Government's requirements: This purchase is for maintenance and service on existing government owned equipment. Any distributor that provides factory certified service and manufactures certified warranty status and ANSI traceable calibration can be solicited. The vendor must also be able to provide the additional options and updates to current options as listed in the table of upgrades. 4. List other companies contacted and state the findings: There are other companies that provide some but not all of the services on both model units. Only two were able to provide all of the services and Aeroflex was the least expensive.
