This contract is a pre-solicitation notice for the procurement of Army service tapes, identified by NSN 8455-01-531-6334, exclusively set aside for small businesses under NAICS code 313312. The acquisition follows the Defense Federal Acquisition Regulation Supplement (DFARS) 252.225-7012, which mandates preference for certain domestic commodities, ensuring that textile components must be produced in the United States or its possessions unless exceptions apply. The contract will be awarded as an indefinite delivery type, with quantities determined by demand but bounded by specified minimum and maximum thresholds over a base year and three option years. Evaluation will be based on the lowest priced offer that meets technical requirements, with production lead times of 150 days and deliveries directed to a location in Arizona. Solicitation details, technical data, and specification documents will be accessible online via the Defense Logistics Agency’s Internet Bulletin Board System (DIBBS). Potential offerors must register on DIBBS and have an active Central Contractor Registration (CCR), a DUNS number, and a CAGE code. The registration process involves appointing a super user to manage user accounts within the vendor’s organization. First articles will be required prior to production. The contract emphasizes compliance with the Berry Amendment and related statutes restricting acquisition of foreign-made textiles and specialty metals, ensuring materials meet domestic sourcing requirements unless specific exceptions apply. Interested parties can obtain additional technical data through the DSCP Clothing and Textiles Technical Data Repository and receive assistance from the designated contract specialist.
