The Navy’s Naval Surface Warfare Center Crane is soliciting a sole-source contract for Product Lifecycle Management (PLM) annual service related to parts storage under solicitation N00164-26-Q-0151, issued on May 18, 2026, with a closing date of May 20, 2026 at 4:00 PM Eastern Time. The contract is structured as a Firm Fixed Price commercial acquisition under FAR Part 12, with no competition anticipated due to the necessity of leveraging Abaco Systems, Inc. (CAGE 0BPH5) for support of manufactured DMSMS components, as authorized by FAR 12.102(a). The base period of performance for CLIN 0001 runs from the date of award through one year, with three consecutive 12-month options (CLINs 0002–0004), potentially extending the total contract duration to 54 months. All services are performed FOB Destination at NSWC Crane, IN, with inspection and acceptance handled by the Government at Building 41, Supply Operations. The Statement of Work, detailed in Attachment 01, outlines the scope of PLM services supporting parts storage, requiring compliance with commercial standards and specific federal regulations. The contract mandates strict compliance with cybersecurity and identity management requirements, including CMMC Level 1, implementation of 52.240-93 and 252.204-7008 for safeguarding covered defense information, and adherence to MIL-STD-130 and MIL-STD-129 for Unique Item Identification (UII) and shipment labeling. All items must be marked with two-dimensional Data Matrix symbols encoding enterprise identifier, serial number, and other traceability data using ISO/IEC standards, with verification by automatic identification equipment. Invoicing must be conducted electronically via Wide Area WorkFlow (WAWF), and contractors must be active in the System for Award Management (SAM) with proper registration. No pricing details are provided, and while the evaluation factors section is intentionally blank, award eligibility requires compliance with CMMC Level 1 and SPRS certification as pass/fail prerequisites. The contracting office, led by Contract Specialist Marty Arvin and Technical Point of Contact Matt Seidl, administers the contract from Crane, IN, with payment processed through DoDAAC N00164. No socioeconomic set-asides apply
