Service/Support Rapiscan Model 527DV115 X-Ray Machine

The proposed contract action is for a maintenance service/support contract for which the Government intends to solicit and negotiate with only one source, Rapiscan Systems, under the authority of FAR 6.302-1(a)(2). The specific requirement is for maintenance service/support of one (1) Rapiscan Model 527DV115 X-Ray Machine (S/N 70251N01). Maintenance service/support will be implemented for a 12 month period beginning 1Oct 2012 and will include technical phone support 24 hours a day / 7 days a week / 365 days a year, corrective repair labor (M-F 8AM-5PM), all necessary repair parts, all required travel expenses (i.e. travel time to/from equipment location, airfare, lodging, meals), shipping and freight of replacement parts, product specific preventative maintenance (1x per year) and annual Radiation Survey Plans. The Contractor is the only source with proprietary knowledge that offers: a) all required replacement parts for the instrument; and, b) a staff of fully trained field support representatives and engineers completely familiar with the instrument who can offer immediate assistance, ensuring minimal instrument downtime. A fixed price purchase order will be issued on or about 1 Oct 2012. No solicitation package will be issued on FedBizOps. This notice is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to the requirement. Inquiries will only be accepted via e-mail to Wendy.Farnsworth.1@us.af.mil with a courtesy copy to 21cons.lgcba@us.af.mil. The government will consider responses received by 8:00AM, MST, 09/24/2012. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received the 21st Contracting Squadron, Peterson AFB, will proceed with the sole source negotiation with Rapiscan Systems. This notice of intent is not a Request for Quotation (RFQ) nor is it a request for competition. No telephone requests will be honored. The North American Industrial Classification System (NAICS) code for this acquisition is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the size standard is $19.0 Million.
