The Naval Surface Warfare Center Dahlgren Division awarded a fixed-price purchase order to Carahsoft Technology Corp. for the acquisition of ServiceNow software licenses and implementation support. This procurement specifically covers Information Technology Service Management (ITSM) and Information Technology Operations Management (ITOM) licenses, including integration and professional services. The acquisition was conducted under BPA N6600119A 0120 and was justified as a sole-source award because ServiceNow was identified as the only provider capable of meeting the government's requirements for enterprise scalability and Configuration Management Database (CMDB) capability. The procurement process adhered to the Department of Defense Enterprise Software Initiative and DFARS 208.7402(1), which mandates that commercial software requirements be fulfilled through the ESI.
