Services to support the National Rollout for establishing a waste management route for existing High Activity Sealed Sources (HASS) in the UK

The Nuclear Decommissioning Authority is seeking a single supplier to provide an end-to-end waste management solution for the national rollout of Operation Fieldfare. This framework involves the safe, secure, and compliant collection, dismantling, transport, interim storage, processing, and return of Caesium-137 High Activity Sealed Sources (HASS) from irradiator units across the United Kingdom. The supplier will be responsible for all planning, site liaison, regulatory approvals, and the delivery of sources to designated UK sites, including Sellafield. The estimated contract value is 23 million pounds, with an initial term running from December 1, 2026, to November 30, 2029, and potential extensions through November 2031. The successful bidder must demonstrate extensive expertise in radioactive material transport, HASS management, and irradiator dismantling while ensuring strict compliance with ADR and CDG09 regulations and Best Available Techniques. Key requirements include providing a detailed mobilisation plan, a device handling strategy for lifting and packaging, and evidence of security arrangements at their sites. Evaluation is based on price, delivery model, mobilisation, technical solution, regulatory compliance, and social value, with a specific emphasis on achieving net zero greenhouse gas emissions in transportation.
