Requirement ASD has a requirement for services pertaining to repair, recertification and exchange of life jackets, life rafts, survival packs and associated safety and survival equipment for equipment found on ASD’s operated fleet. Services (i.e. the “Work”) must be provided by the Original Equipment Manufacturer (OEM) or an OEM authorized repair facility for the following line of products: • Winslow Life Raft • Eastern Aero Marine (EAM) • AmSafe • Survitec Services must include: a) Repair; b) Overhaul; c) Modification; d) Advanced Exchange; e) Testing; and f) Recertification. The period of the subsequent Contract is at minimum from date of Contract to 24 months inclusive. The Work or a portion of the Work to be performed under the subsequent Contract will be on an "as and when requested basis" using a Task Authorization (TA). The Work described in the TA must be in accordance with the scope of the subsequent Contract. Substantial Information Bidders must demonstrate their compliance with the following sections of the bid solicitation by providing substantial information describing completely and in detail how the requirement is met or addressed. Basis of Selection The mandatory technical criteria are as follows. The Bidder must demonstrate that they are an approved Repair and overhaul Facility, and a Transport Canada Approved Maintenance Organization (AMO) or Federal Aviation Administration (FAA) Approved Repair Station. Criteria must apply to any of the following line of products that are currently in use within TC ASD: • Winslow Life Raft • Eastern Aero Marine • AmSafe • Survitec The responsive bid with the lowest evaluated price will be recommended for award of a contract. Enquiries - Bid Solicitation All enquiries must be submitted in writing to the Contracting Authority no later than seven (7) calendar days before the bid closing date. Trade Agreement Considerations Although this RFP addresses Canadian content, it will pursue every provision stated in each invoked Trade agreement, including time period(s).
