This contract solicitation, issued by the Department of Defense’s Defense Logistics Agency Aviation office in Philadelphia, seeks the procurement of servocylinders under solicitation number SPRPA126QYB59. The requirement mandates newly manufactured spare parts only, explicitly excluding refurbished, remanufactured, or repaired items. Offers from non-government approved sources will be considered technically unacceptable, and distributors must submit authorized distributor letters from approved sources at the time of proposal submission. The contract adheres to strict quality standards, including adherence to AS/EN/JISQ 9100 or equivalent, and incorporates specific clauses related to critical safety items, inspection, acceptance, and transportation of supplies by sea. Due to the urgency of this procurement, it is issued under emergency acquisition flexibilities, with a waiver of synopsis requirements. Special provisions include the non-applicability of the Item Unique Identification and Valuation clause for these Foreign Military Sales (FMS) items, as they will not be delivered to the Department of Defense or entered into its supply chain but remain the property of the purchasing foreign country throughout their lifecycle. The contract also enforces various compliance requirements such as equal opportunity provisions for veterans and workers with disabilities, Buy American and Free Trade Agreement certifications, security prohibitions, and mandatory use of specific workflow modules for invoice and payment processing. The response deadline for proposals is May 7, 2026, with the solicitation posted on May 4, 2026. All inquiries should be directed to the primary contact, Kaileigh Blaker, at the provided telephone number and email address.

NAVSUP WSS Code N2 has determined that the requirements at DFARS 211.274 whichmandates the use of DFARS clause 252.211-7003 "Item Unique Identification and Valuation" in all solicitations and contracts, be deleted from all non-CLSSAFMS spares requirements processed by NAVSUP WSS and DLA-Aviation. The affected parts are wholly owned by FMS customer countries, Are not covered by a Cooperative Logistics Supply Support Arrangement (CLSSA),These same assets will be delivered to the customer country for their sole use. The IUID definition at DFARS 211.274-1 says IUID "is a system of marking, valuing and tracking items delivered to DoD." These spares are non-CLSSA FMS assets and will never be delivered to DoD. The assets are delivered to a domestic U.S. freight forwarder who is under contract by the FMS customer to ship the assets to the country of record. The FMS customer countries retain ownership of their parts throughout the asset's lifecycle. These parts will never be owned by the U.S. Government, and will never be entered into the DoD supply chain. Based on this, there is no need for these non-CLSSA FMS country assets to be specially marked for tracking by DoD. \
