The SETA Support Service contract, solicitation number W911QX-15-R-0004, provides specialized Scientific Engineering and Technical Assistance to the Army Research Laboratory. These services support highly technical research and development in basic and applied research survivability and lethality analysis, utilizing a specialized environment not available in the commercial marketplace. Due to the inherent uncertainties and the unique nature of the technical tasks, costs cannot be estimated using standard market prices or catalogs. This effort was competitively solicited as a total small business set-aside under NAICS Code 541712. Because the specific outcomes and labor hours are subject to frequent variables, the contract is structured as a Cost Plus Fixed Fee arrangement. This cost-reimbursable model is required because the specialized nature of the work makes a fixed-price contract fiscally impractical and impossible to transition to.

Full Description

The nature of the support services procured are that of a Research and Development (R&D) environment not found in the commercial marketplace. The services are in support of multiple highly technical and advanced fields unique to the Army Research Laboratory (ARL). Scientific Engineering & Technical Assistance (SETA) services involve uncertainties in contract performance in that costs cannot be estimated with sufficient accuracy. The specific tasks performed under this effort can only be determined based on a calculation of estimated hours and rates for personnel to fulfill the requirements and cannot be determined by established catalog or market prices. Contractors are required to provide services so specialized in nature that specific tasks performed or specific outcomes to be achieved are not able to be determined, therefore, estimating the exact materials and amount of labor hours required with the frequent variables would be impossible. Due to the variables that arise in professional SETA services in the fields of basic and applied research survivability/lethality analysis it would be fiscally irresponsible to award this contract as a fixed-price contract type. The specific tasks performed under this effort can only be determined based on a calculation of estimated hours and rates for personnel to fulfill the requirements and cannot be determined by established catalog or market prices. As such, this type of effort is purely cost reimbursable and can never be transitioned to a fixed price effort. This effort was competitively solicited as a Cost Plus Fixed Fee (CPFF) total small business set-aside under NAICS Code 541712.

RF Sensor Network Design & IntegrationThe contract involves the design and integration of a multi-domain RF sensor network specifically engineered to detect and characterize frequency-agile unmanned aerial systems. This effort requires advanced signal processing capabilities to identify, track, and classify UAS threats in complex electromagnetic environments, with an emphasis on real-time situational awareness and adaptive response. The solution must be scalable, ruggedized for field operations, and capable of seamless operation across multiple domains including ground, air, and potentially space-based platforms. Deployment planning is a critical component, ensuring the network can be rapidly installed and configured in diverse operational terrains with minimal logistical footprint. The system must interoperate with existing military command, control, communications, and intelligence systems to feed actionable data into broader defense architectures. Performance requirements include high sensitivity to low-power signals, resistance to jamming and spoofing, and the ability to function autonomously in contested or denied environments. The work is to be performed in West Fork, Arkansas, under a subcontract arrangement with the Department of Defense, leveraging NAICS code 334511 for electronic component and product manufacturing.
