The contract is for the procurement of 3,980 setscrews with NSN 5305-01-389-4167 under solicitation SPE4A6-26-T-58F0, issued by the Defense Logistics Agency’s ASC Commodities Division as a Small Business Set-Aside. The items must be delivered FOB origin to Tracy, California, with an 82-day delivery lead time, and destination inspection is required in accordance with FAR 52.246-2. Quality conformance is governed by RQ006, mandating the submission of Certificate of Quality Compliance (CoQC) CDRLs and DD Form 1423s, while the manufacturer’s inspection system must meet at minimum ISO 9001:2015 or an equivalent standard. Technical and quality requirements referenced by R and I numbers, including packaging standards MIL-STD-2073-1E and marking standards MIL-STD-129, are incorporated by reference from the DLA Master List of Technical and Quality Requirements. Packaging must follow RP001 and prohibit mercury or mercury compounds in preservation, packaging, and marking. Physical identification and bare item marking are required under RQ017, and all hardware must be marked per MIL-STD-130N. Sampling for inspection must comply with MIL-STD-1916 or ASQ H1331 Table 1, using zero non-conformances acceptance unless otherwise specified. The procurement is subject to stringent export control under ITAR and EAR, requiring compliance with DFARS 252.225-7048 and limiting access to contractors with approved JCP certification, mandatory training on export-controlled data, and DLA approval. Cybersecurity requirements include CMMC Level 2 certification for third-party assessment organizations and safeguarding of covered information systems via FAR 52.240-93 and NIST SP 800-171. Contractors must comply with the Buy American Act, DFARS 252.225-7001, and other domestic sourcing restrictions, as well as environmental and safety regulations including FAR 52.223-3 for hazardous materials and prohibition of mercury.
