AI Contract Overview
The contract is for the procurement of six setscrews with NSN 5305-01-345-6541 under solicitation SPE4A6-26-T-08QV, issued by the ASC Commodities Division of the Department of Defense. Delivery is required within 20 days after order placement at Sheppard Air Force Base, Texas, with FOB Origin terms meaning both delivery and acceptance occur at the contractor’s facility. The contract mandates strict compliance with DLA’s Master List of Technical and Quality Requirements, which supersede other standards like ASTM D3951 and MIL-STD-129 for packaging, marking, and preservation. Items must be permanently marked in accordance with MIL-STD-130 and labeled using Data Matrix symbology per MIL-STD-129, and all shipments must adhere to DLA packaging guidelines. Quality conformance is enforced through zero non-conformance sampling under MIL-STD-1916 or MIL-STD-105/ASQ Z1.4, with a requirement for a Certificate of Quality Compliance via DD Form 1423 and adherence to SAE AS9003 or ISO 9001 quality systems. Technical data associated with the item is subject to ITAR or EAR export controls, requiring contractors to have active US/Canada Joint Certification Program certification, complete DOD export control training, and pass the DLA questionnaire prior to award—failure to comply results in disqualification. The contractor must implement CMMC Level 2 cybersecurity safeguards under DFARS 252.204-7012 and comply with hazard communication standards per 29 CFR 1910.1200, including pre-award submission of hazard labels and MSDS for controlled substances. Invoicing must be conducted exclusively through Wide Area WorkFlow, and all contract administration functions, including payment and acceptance, are governed by government authorities at Sheppard AFB. The solicitation is open to suppliers who must submit electronically via DIBBS by August 5, 2026, with no pricing data provided in the solicitation, indicating an evaluation based on technical compliance rather than cost competitiveness.
