SETTLEMENT

In June of 2026, the Florida Department of Health, Division of Disease Control & Health Prevention (Department), began negotiations with H3U LLC (Vendor) with the intent of issuing a new Purchase Order (PO) to begin July 1, 2026. The PO would be issued to allow for the provision of Senior Web Application Developer Services of new and existing functionalities using Microsoft.Net Core, C Sharp (C#) programming and SQL Server. During the negotiating phase, the Department realized that the PO would not be executed by the required start date of July 1, 2026, which led to the Department authorizing the Vendor to begin work on that date without a PO in place. PO #C7ACA1 was issued on July 20, 2026, to allow for these services until the PO’s expiration on June 30, 2027. On August 7, 2026, the Department received Vendor’s Invoice #KLM070126 totaling $6,800.00 for costs incurred for services provided during the period of July 1, 2026, through July 19, 2026. However, the Department was unable to process the invoice through the normal course of business due to the lack of an active PO at the time services were provided.
