AI Contract Overview
The Naval Surface Warfare Center Crane is procuring setup and training services for the Radar Modular Assembly Special Test Equipment (RMA STE), identified by part number 01-0057-4001-101, under a sole source contract awarded to General Dynamics Mission Systems, Inc. of Scottsdale, Arizona, with Cage Code 1VPW. This action utilizes Simplified Acquisition Procedures under FAR 13.101(b) as a written Firm Fixed Price Request for Quotes, with no competition planned due to the proprietary nature of the equipment, which is exclusively manufactured by the contractor and essential for verifying the functionality of critical Line Replaceable Units including Digital Receiver/Exciters, Auxiliary Power Control Car, Dual Channel Converter, and Multi-Band Frequency Synthesizer. No alternative sources exist for the setup, configuration, or training required, and engaging another vendor would result in delays of 24 to 36 months and cost overruns exceeding $1 million, making competition impractical. The period of performance extends from the date of award through January 30, 2027, with all work to be performed at NSWC Crane, Building 3168, and the equipment must operate on Red Hat Enterprise Linux 9. The contractor is required to deliver software executables, certify the equipment for operational use, and train up to twelve government personnel. The contract is administered under a Firm Fixed Price arrangement with a single line item for the service, and payment must be processed electronically through the Wide Area WorkFlow system via cost vouchers, Invoice 2in1, or receiving report/invoice combinations depending on the nature of deliverables, with mandatory email notifications to the Contracting Officer and Contracting Officer Representative on the same day as WAWF submission. The contractor must be SAM-registered with current annual certifications, comply with CMMC Level 1 requirements, implement NIST SP 800-171 security controls for Controlled Unclassified Information, and adhere to all applicable defense cybersecurity, export control, labor, and ethical obligations embedded in the clause structure, including prohibitions on foreign ownership disclosure, hexavalent chromium use, toxic materials, and procurement tied to the Xinjiang region or Maduro regime. All submissions must be received via email to rose.m.brown44.civ@us.navy.mil no later than June 15, 2026, at 11:00 PM Eastern Time, and vendors are responsible for monitoring sam

N00164-26-Q-0054 – SOLE SOURCE – SETUP AND TRAINING FOR DREX STE – FSG R425- NAICS 334515
ISSUE DATE 09-JUN-2026 – CLOSING DATE 15-JUN-2026 – 11:00 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the Set Up and Training for the Radar Modular Assembly (RMA) Special Test Equipment (STE) in support of Integrated Warfare Systems (IWS2) with a period of performance from date of award through January, 30, 2027.
SOLE SOURCE PROCUREMENT- The proposed contract action is for these services for which the Government intends to solicit and negotiate with one source only General Dynamics Mission Systems. Inc of Scottsdale, Arizona, Cage Code 1VPW, under the authority of FAR 13.101(b) for Non-Commercial items using Simplified Acquisition Procedures. This is being solicited on a sole source only basis because The test asset is a required piece of equipment for verifying the function of the Digital Receiver/Exciters (DREX) Line Replaceable Unit (LRUs) Auxiliary Power control car, Dual Channel Converter, and Multi-Band Frequency Synthesizer. When the RMA STE was purchased, through another contract vehicle, the service, set-up, and training, for the equipment was not included. The RMA STE is a highly specialized test asset produced by the Original Equipment Manufacturer General Dynamics Mission Systems. Inc of Scottsdale, Arizona, Cage Code 1VPW for use with the LRUs. There are no alternative or commercially available sources for the service, training and setup of the specialized RMA STE. Obtaining service, training, and setup from an alternate source would delay the project in excess of 24 to 36 months to re-engineer the device, develop training manuals, and effectively training NSWC personnel to service and setup the equipment. In addition, the cost detriment to the Government to purchase from an alternate source would be in excess of $1 million dollars. These costs and delays would not be recouped with a competitive action. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
