ISSUE DATE 09-JUN-2026 – CLOSING DATE 15-JUN-2026 – 11:00 PM Eastern Time
ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for the Set Up and Training for the Radar Modular Assembly (RMA) Special Test Equipment (STE) in support of Integrated Warfare Systems (IWS2) with a period of performance from date of award through January, 30, 2027.
SOLE SOURCE PROCUREMENT- The proposed contract action is for these services for which the Government intends to solicit and negotiate with one source only General Dynamics Mission Systems. Inc of Scottsdale, Arizona, Cage Code 1VPW, under the authority of FAR 13.101(b) for Non-Commercial items using Simplified Acquisition Procedures. This is being solicited on a sole source only basis because The test asset is a required piece of equipment for verifying the function of the Digital Receiver/Exciters (DREX) Line Replaceable Unit (LRUs) Auxiliary Power control car, Dual Channel Converter, and Multi-Band Frequency Synthesizer. When the RMA STE was purchased, through another contract vehicle, the service, set-up, and training, for the equipment was not included. The RMA STE is a highly specialized test asset produced by the Original Equipment Manufacturer General Dynamics Mission Systems. Inc of Scottsdale, Arizona, Cage Code 1VPW for use with the LRUs. There are no alternative or commercially available sources for the service, training and setup of the specialized RMA STE. Obtaining service, training, and setup from an alternate source would delay the project in excess of 24 to 36 months to re-engineer the device, develop training manuals, and effectively training NSWC personnel to service and setup the equipment. In addition, the cost detriment to the Government to purchase from an alternate source would be in excess of $1 million dollars. These costs and delays would not be recouped with a competitive action. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR 13.101(b) as a written Firm Fixed Priced Request for Quotes . Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-26-Q-0054 is hereby issued as an attachment hereto.
