Sewer Improvements 2026

The City of Eureka is soliciting bids for the Sewer Improvements 2026 project, located on W Harris Street between Oregon and Albee Streets in Eureka, California. The scope of work involves replacing existing 6-inch PVC sewer mains with 8-inch HDPE using the burst and pull trenchless method, reconnecting existing sewer laterals, and abandoning old laterals. Additional requirements include trench backfill, asphalt grinding and paving, resetting manholes and traffic boxes to grade, and reestablishing thermoplastic striping. The estimated construction cost for the project is 950,000 dollars. The contract will be awarded to the responsible bidder who submits the lowest responsive bid. Qualified bidders must hold a California Class A General Engineering Contractor license and obtain a City of Eureka business license. Bids are due by September 10, 2026, and must be submitted in a sealed envelope to the Department of Finance, accompanied by a noncollusion declaration, a subcontractor list, proof of DIR registration, and bid security equal to 10 percent of the maximum bid amount. Work must be performed in accordance with Caltrans Standard Specifications and local City of Eureka and Humboldt County ordinances. Acceptance testing for the new sewer mains includes exfiltration leakage tests, video inspections, and deflection testing using a 9 rod mandrel. The contractor is required to provide a one-year warranty on all work from the date of project acceptance. Payment will be processed via payment applications, with undisputed retention released between 35 and 60 days following the recordation of the notice of completion.
