Sewer Improvements Project ¿ FY 2026 CDS/CPF Community Grants

The City of Waynesboro is soliciting qualifications from licensed engineering firms to provide design, inspection, and construction management services for its Sewer Improvements Project. This project is funded through FY 2026 Congressionally Directed Spending and Community Project Funding, with administration and distribution handled by the U.S. Environmental Protection Agency. The procurement process must adhere to the federal standards set forth in 2 C.F.R. sections 200.317 through 200.327, as well as EPA grant management and local procurement requirements. Interested firms must submit four sealed hard copies of their proposal, labeled Waynesboro Sewer Improvements 2026 RFQ, to Assistant City Manager Trinetta Skinner by 4:00 p.m. on October 12, 2026. Submittals will be evaluated based on the firm's technical approach, past performance, experience with public and federally funded projects, team qualifications, local presence, and the cost and fee proposal. The City reserves the right to negotiate all contract terms, including staffing, pricing, and the scope of services, following the evaluation of the quality and completeness of the responses.
