The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to General Dynamics Advanced Information Systems of Fairfax, VA for a procurement, on a sole-source basis, for Surface Electronic Warfare Improvement Program (SEWIP) Block 1B3 HGHS FY14 firm-fixed-price Low-Rate Initial Production (LRIP) systems and a firm-fixed-price option for Provisioned Item Orders (PIO). SEWIP is an evolutionary acquisition program to upgrade the existing AN/SLQ-32(V) Electronic Warfare System (EWS) through a Modular, Open-System Approach (MOSA). SEWIP Block1B3 provides enhanced shipboard Electronic Warfare (EW) for early detection, analysis, threat warning, and protection from anti-ship missiles. SEWIP Block 1B3 provided specialized HGHS adjunct detection capability for detecting and classifying special signals.
