The Bureau of Reclamation, Great Plains Region, intends to award a non-competitive contract to ABB, Inc. for the replacement of the Static Frequency Converter Controller at the Mount Elbert Pumped-Storage Plant near Granite, Colorado. The scope of work includes the installation, programming, commissioning, documentation, training, and ongoing support of the new system. This procurement is being conducted under Part 15 of the Federal Acquisition Regulation, with an intended award date within Fiscal Year 2015. While the agency identifies ABB as the sole source capable of performing the work due to proprietary software and manufacturing expertise, other capable vendors were invited to submit capability statements by January 5, 2015. The project is managed by the Denver Federal Center under solicitation number R15PS00013.
