2026 Volunteer Fire Capacity Grant
Solicitation # 2139681
The New York State Department of Environmental Conservation is administering the 2026 Volunteer Fire Capacity Grant Program, funded by a federal appropriation of 857,629 dollars. This program provides matching grants to eligible rural fire departments for the purchase of wildland firefighting suppression supplies. To be eligible, departments must be comprised of at least 80 percent volunteer personnel and serve a rural area, defined as a town or village with a population of 10,000 or less based on the 2020 Census. Selected departments can receive a maximum award of 3,500 dollars, which must be matched 50/50 by the recipient. Grant funds must be used for items directly related to wildland firefighting that benefit the local rural community, with a restriction that no individual item exceeds 9,999 dollars. Selection is based on the department's funding history over the previous five years, whether it is a newly formed establishment, and the presence of a Native American community within its jurisdiction. The program operates under federal guidelines from the US Forest Service and the Cooperative Forestry Assistance Act of 1978. Applications are accepted through December 30, 2026. This solicitation does not have specific goals for Service-Disabled Veteran-Owned, Minority, Women, or Disadvantaged Business Enterprises. All inquiries and applications are managed by the Volunteer Fire Capacity Grant Coordinator within the Division of Forest Protection.

The City of Sacramento Fire Department is seeking proposals from experienced community-based organizations to provide comprehensive wraparound support services for participants in the Sacramento EMS Corps, a grant-funded workforce development program targeting underrepresented young adults aged 18-26 interested in EMS and Fire careers. The services required include bi-weekly case management, life coaching, one-on-one counseling, and stipend management to enhance career readiness, retention, and long-term success. The program aims to address critical workforce shortages, improve diversity within EMS and Fire professions, and reduce barriers to entry for marginalized communities by offering tailored support that complements training and certification efforts. The initial contract is anticipated to be awarded for a budget not exceeding $660,000, covering three cohorts, with potential for expansion if additional funding is secured beyond the current grant period ending in March 2027. This initiative is part of a broader strategy to develop a sustainable, diverse EMS workforce in Sacramento, modeled after successful programs like Alameda County EMS Corps. The City has allocated $1.45 million in grant funding through the California Employment Development Department, with the possibility of extending services and adding cohorts if further funding becomes available. The contract will be awarded to a single provider, though the City reserves the right to award additional contracts as needed. The program's success depends on establishing a high-quality support system that addresses barriers faced by underrepresented youth, ensuring they can successfully enter, complete training, and advance within EMS and Fire careers. The RFP emphasizes the importance of community-based organizations with proven experience in delivering impactful support services to help meet Sacramento’s evolving emergency services workforce needs.

Full Description

The City of Sacramento, Fire Department is soliciting proposals to provide wraparound support services for participants in the grant-funded Sacramento EMS Corps—a workforce development program for underrepresented young adults (ages 18-26) in EMS and Fire. These services include bi-weekly case management, life coaching, and one-on-one counseling to support career readiness and long-term success. In response to the Request for Proposals, the City anticipates receiving competitive pricing as well as an assurance of quality services. The City intends to award one contract, however, it may choose to award additional contracts as the City deems necessary to meet the City's needs. The proposed budget for this project/contract is expected not-to-exceed $660,000 for three (3) Cohorts.Currently, there is no existing contract for these services, as this is a new program for SFD. The department has received $1.45 million in grant funding through the California Employment Development Department (EDD) in collaboration with Public Works Alliance (PWA) to implement this initiative. The need for this program stems from:• A shortage of EMTs and Fire personnel in Sacramento and surrounding areas.• A lack of diversity in EMS and Fire careers, particularly for individuals from historically underrepresented and disadvantaged communities.• The high barriers to entry for traditional EMT training programs, which often require financial stability, academic readiness, and professional support—areas where many potential recruits struggle.• The success of similar models (e.g., Alameda County EMS Corps) in improving graduation, employment, and certification rates among young adults from marginalized backgrounds. To ensure participant success and long-term career readiness, SFD is seeking qualified providers to deliver critical wraparound support services, including bi-weekly case management, life coaching, one-on-one counseling, and stipend management. These services will be integral to the program's ability to recruit, train, retain, and graduate future EMS and Fire professionals.Additionally, Public Works Alliance (PWA) will continue to seek additional funding to ensure program sustainability beyond the grant performance period ending in March 2027. If additional funding becomes available, more cohorts will be added, potentially extending the initial contract and expanding service capacity to train and support more participants. This Request for Proposals (RFP) invites experienced community-based organizations to partner with SFD in establishing a sustainable, high-impact support system for Sacramento's EMS workforce of the future.---
