This contract solicits the procurement of 135 packages of a high-strength, safety-rated anchor shackle with NSN 4030-00-278-0700, specified as a 5/8-inch zinc-coated bolt and nut assembly meeting RR-C-271H Revision 1, Type IVA, Grade B, Class 3. The item is manufactured via forging and must comply with stringent technical and quality requirements outlined in the DLA Master List of Technical and Quality Requirements, which incorporates multiple provisions including RQ001 for tailored higher-level quality controls, RQ006 for quality conformance inspection, RQ009 for origin inspection and acceptance, and RQ017 for physical identification and bare item marking. Item Unique Identification is not required per the customer’s request, and the item has no shelf life. Mercury or mercury-containing compounds are strictly prohibited in the item, its preservation, packaging, and marking, with explicit exceptions for functional uses in batteries, fluorescent lights, sensors, weapon systems, and specific chemical reagents as authorized by NAVSEA; portable items containing mercury must have shockproof construction and a secondary containment boundary in accordance with NAVSEA 5100-003D. Delivery is due 216 days from award, with FOB origin terms, and all items must be inspected and accepted at the point of origin in compliance with FAR 52.246-2. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 using zero-based acceptance criteria, with defined verification levels and AQLs for critical, major, and minor attributes; unspecified attributes are treated as major. Acceptance requires zero non-conformances if MIL-STD-105/ASQ Z1.4 is used. Packaging must adhere to MIL-STD-2073-1E with preservation method 10, unit of issue as package (2 EA), and marking per MIL-STD-129 with commercial pack method applied.
