AI Contract Overview
This solicitation, issued by DLA Aviation under contract number SPE4A7-26-R-XA30, is a Request for Quotations for an Indefinite Delivery Contract (IDC) to procure Pilot Valve Shafts (NSN 1650-00-321-6172). The contract features a five-year base period with no option years and a total ceiling value not to exceed $349,999.99. While specific unit prices are to be provided by offerors, the contract includes a guaranteed minimum order of 20 units and an estimated annual demand of 80 units. The procurement is subject to a best value trade-off evaluation, where past performance—specifically Supplier Performance Risk System (SPRS) assessments—is heavily weighted alongside technical acceptability and price. The scope of work requires strict adherence to technical, quality, and cybersecurity standards. Contractors must comply with CMMC Level 2 Self-Assessment requirements for handling covered defense information and follow the DLA Master List of Technical and Quality Requirements, which takes precedence over standard packaging protocols like ASTM D3951. Packaging and marking must strictly follow MIL-STD-129, and palletization must meet RP001 requirements. Additionally, the contract mandates rigorous inspection and acceptance procedures at the destination, including potential Product Verification Testing. Compliance with the Defense Priorities and Allocations System (DPAS) and specific hazardous material labeling and Safety Data Sheet (SDS) protocols is also required. All submissions must be processed through the DLA Internet Bid Board System (DIBBS).
