The contract solicitation is for a five-year Indefinite Quantity Contract (IQC) set aside entirely for small business concerns with a size standard of 750 employees. It involves the procurement of a critical gun part known as the "Shape Disrupter," identified by the National Stock Number (NSN) 1080-01-461-0152. This item is classified as a defense article under the International Traffic in Arms Regulations (ITAR) and the Arms Export Control Act, requiring any manufacturer or exporter to be registered with the Directorate of Defense Trade Controls. The government mandates that product inspection be conducted by a Quality Assurance Representative (QAR) at the actual manufacturer's facility, with the contractor required to identify the manufacturer to the contracting officer. The contract prohibits the use of surplus items and stipulates strict adherence to specified reference drawings and revisions. The estimated annual quantity needed is 15,868 pieces, to be delivered to various Defense Logistics Agency (DLA) stock locations with a delivery lead time of 140 days. Offers may be submitted by all responsible sources and must include a price, delivery, and past performance as evaluation factors, with a total contract duration including options not to exceed five years. The solicitation includes multiple quantity increments ranging from 2,000 to 15,000 pieces. Access to the solicitation and related technical data requires certification under the Department of Defense’s Joint Certification Office due to the presence of militarily critical technical data. The procurement may also be subject to Trade Agreements Act provisions, and all offers are to be submitted in English and U.S. dollars. The government is not applying commercial item acquisition policies in this solicitation but encourages interested parties to notify the contracting officer if capable of meeting the requirement with commercial items.
