Shell Falls Primary Power

The Shell Falls Primary Power project, located at the Shell Falls Wayside in the Bighorn National Forest approximately 26 miles east of Greybull and 69 miles west of Sheridan, Wyoming, entails the complete supply, installation, and coordination of primary power infrastructure including electrical systems, wastewater revisions, and water system reinstallation. The contractor is responsible for all labor, materials, equipment, permits, licenses, freight, and delivery required to execute the work in full compliance with the Statement of Work, drawings, and applicable industry standards such as NFPA 70 (NEC), UL, ANSI, AWWA, and OSHA regulations. This is a 100% small business set-aside under NAICS code 237990 with a size standard of $45 million in average annual receipts, and the estimated contract value falls between $1 million and $5 million. All offers must be submitted as firm fixed price bids with pricing provided in Attachment 1, and the evaluation will follow a lowest price technically acceptable (LPTA) methodology. Technical acceptability is determined through rigorous assessment of past performance and the soundness of the proposed technical approach, including adherence to the contract requirements and submission of a detailed construction schedule. The contract mandates compliance with numerous federal acquisition regulations including requirements for small business representation, Buy American provisions for construction materials, payment bond and performance bond submissions, equal opportunity obligations, anti-discrimination and DEI compliance, and strict adherence to safety, labeling, and corrosion protection standards. Performance must occur on-site at the designated location, with inspections and final acceptance conducted at the project site following installation.
