Shepherd North

The Perrin-Sunnyside Southeast Reorganization, also known as the Quail Run Annexation Project, involves the annexation of approximately 40.67 acres to the City of Clovis and the corresponding detachment of that land from the Fresno County Fire Protection District. The affected territory is generally located south of E. Perrin Ave and east of N. Sunnyside Ave. This action was processed under LAFCo File No. RO-26-05 and received approval from the Fresno Local Agency Formation Commission on June 10, 2026, with a Notice of Determination filed on June 11, 2026. The project is led by the City of Clovis and adheres to environmental standards through the use of an Addendum to the Environmental Impact Report previously adopted for the Shepherd North Project. This analysis ensures compliance with CEQA, as evidenced by the finding of conformity with EIR SCH 2022050180. Administrative oversight is managed by the City of Clovis and Fresno County, with primary coordination handled by the Associate Planner for the City of Clovis and an Analyst for Fresno County.
