Solicitation SPE4A6-27-T-5550 is for the procurement of 41 navigational marine light shields, identified by NSN 6220007319196. The contract requires the delivery of these items to the DLA Distribution DDSP New Cumberland facility in Pennsylvania, with a need ship date of August 1, 2026, and an original required delivery date of September 2, 2026. The procurement is issued as FOB Origin, though the First Article Test requirement is FOB Destination. A critical component of this contract is the First Article Test (FAT), requiring the contractor to test one unit and submit a report within 120 calendar days of the contract date. Quality assurance is stringent, requiring manufacturers to comply with SAE AS9003 or ISO 9001 standards, with sampling conducted per MIL-STD-1916 or ASQ H1331. Packaging and marking must adhere to MIL-STD-129 and RP001, with a specific prohibition on the use of mercury or mercury compounds in preservation and packaging. The solicitation is not a small business set-aside, although a price evaluation preference is available for HUBZone small businesses. Compliance with the Buy American Act and the Berry Amendment is mandatory, and any use of non-domestic materials must be disclosed. Administrative requirements include electronic invoicing via the Wide Area WorkFlow (WAWF) system and adherence to DFARS cybersecurity standards for safeguarding covered defense information.
