This contract pertains to the procurement of six units of "SHIELD, PROTECTIVE, V" with a specified national stock number and a required delivery within 30 days after the delivery order. The solicitation is issued by the Department of Defense’s Land Supply Chain ESOC BUYS office, under federal organization guidelines and mandates full and open competition. The contractor must comply with stringent technical and quality standards outlined in the Defense Logistics Agency (DLA) Master List of Technical and Quality Requirements effective at the time of solicitation or award. Packaging requirements, configuration management, removal of government identification from non-accepted supplies, and compliance with MIL-STD-130N for military property marking are integral to the contract terms. Additionally, the contract enforces strict environmental controls, prohibiting the use or incorporation of Class I ozone-depleting chemicals unless approved substitutes are authorized. Important regulatory compliance includes adherence to export control laws governing technical data under ITAR and EAR, restricting data access and export without explicit Department of State or Commerce approval. Only contractors certified under the US/Canada Joint Certification Program and approved by the DLA for handling export-controlled technical data may receive this information. The procurement also requires Cybersecurity Maturity Model Certification (CMMC) Level 2 from third-party assessment organizations to ensure cybersecurity standards are met. The sole point of contact for the solicitation is identified, and the procurement is managed through the DLA’s electronic business system.
