The contract solicitation SPE4A7-26-T-590G for 42 units of SHIM with NSN 5365-00-942-1796 is a simplified acquisition issued by the Defense Logistics Agency under the ASC SUPPLIER OPER AE AND AF DIV, with performance directed to San Diego, CA, and shipment to Tracy, CA. Deliveries are due 132 days after the date of order, with FOB Origin terms placing responsibility for transportation costs on the contractor up to the origin point. The item is subject to stringent technical and quality requirements referenced from the DLA Master List, and packaging and marking must strictly adhere to MIL-STD-2073-1E for preservation and MIL-STD-129 for labeling, including mandatory 2D Data Matrix barcodes. Export control is a critical constraint, as technical data associated with this item is governed by ITAR or EAR, restricted to contractors authorized under the US/Canada Joint Certification Program who have completed DLA-specific training and approval procedures. The contract incorporates multiple FAR clauses including alternate I of 52.216-1 for contract type determination, 52.227-1 Alt II for government license rights, 52.240-93 for safeguarding contractor information systems, and 52.232-40 for accelerated payments to small business subcontractors. Inspection and acceptance occur exclusively at the destination by government personnel, with zero non-conformance required under MIL-STD-1916 or equivalent zero-based sampling. The solicitation requires submission of Safety Data Sheets for all hazardous materials and mandates compliance with OSHA’s Hazard Communication Standard, with pre-award submission of labels for unlisted hazardous substances. Ocean freight must be conducted via U.S.-flag vessels unless a formal waiver is granted 45 days prior to shipment, supported by documentation of U.S.-vessel solicitation attempts and detailed shipping data. Invoicing is exclusively through Wide Area WorkFlow, and offerors must provide valid UEI and CAGE codes while completing socioeconomic representations for small business, HUBZone, WOSB, SDVOSB, and other categories as applicable. The contract does not specify unit or total pricing, nor does it outline evaluation factors beyond socioeconomic preferences, and no formal Section J attachments are present. All submissions must be made electronically via DIBBS by the deadline of August 4, 2026
