The Defense Supply Center Philadelphia is seeking suppliers for shipping and storage containers covering eight specific National Stock Numbers (NSNs) within the Federal Supply Classification (FSC) 8150. The procurement anticipates an Indefinite Quantity Contract with a two-year base period and two one-year option periods, with a total estimated value of approximately $48 million, inclusive of options. The contract will be fixed price with an economic price adjustment clause capped at 10% and will be conducted under FAR Part 12 for acquisition of commercial items together with FAR Part 15. This acquisition is a partial small business set-aside at 50%, allowing vendors to bid on any or all portions they qualify for; however, contractors may receive only one award, and alternative source procedures under FAR Part 6.202 will be employed if necessary. Delivery terms are FOB origin with inspection and acceptance at the origin location, and transportation costs will not be evaluated due to the uncertain final destinations, covering both CONUS and OCONUS. The solicitation features brand name or equal item descriptions outlining essential characteristics and includes an add/delete clause for flexibility. Delivery is expected within 60 to 90 days, with shorter lead times for smaller high-priority orders. Compliance with DFARS trade agreement provisions is required. The solicitation, anticipated to be issued around mid-June 2010 with awards expected by mid-November 2010, will be posted on the DIBBS platform. This best value tradeoff acquisition will potentially result in two awards: one for the set-aside portion and the other unrestricted. All responsible sources may submit proposals once the solicitation is published. Key contacts for this solicitation include Lynne Gremo and Jeannette Moy for acquisition-related questions. The notice clarifies that it is not a solicitation and does not obligate the government to procure any materials.
