JB Charleston Multiple Award Construction Contract
Solicitation # FA441826R0009
The JB Charleston Multiple Award Construction Contract (MACC) 2.0 is a competitive solicitation (FA441826R0009) set aside for HUBZone and Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The contract establishes a vehicle for new construction, alteration, repair, and demolition services, as well as design-build capabilities, across various locations including the Air Base, Weapons Station, and other associated sites. The overall contract capacity is 400 million dollars over a period of performance spanning five years and six months, with individual task orders generally valued between 1 million and 30 million dollars. Award decisions are based on a best value tradeoff technique, where past performance is weighted significantly more than price. The seed project involves comprehensive renovations and seismic upgrades, including HVAC, plumbing, and electrical improvements. Proposals must be submitted electronically via DoD SAFE, and the current deadline has been extended to October 28, 2026, at 12:00 PM EDT. Contractors are required to adhere to strict quality control and safety standards, including compliance with USACE EM 385-1-1 and the Davis-Bacon Act. Key administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for electronic invoicing and the submission of performance and payment bonds for each task order.
