Solicitation # SAWS-W519TC26RA036
Army Contracting Command - Rock Island Arsenal and the U.S. Army Product Lead Special Ammunition and Weapon Systems have issued solicitation W519TC26RA036 for the procurement of Special Ammunition and Weapon Systems and non-NATO standard ammunition. This effort supports the Department of War, other U.S. Government agencies, foreign governments, and international organizations by establishing an agile supply chain for non-standard ammunition and select non-standard weapon systems. The government intends to award up to five Firm-Fixed Price Indefinite Delivery Indefinite Quantity contracts. The total potential quantity for the life of the contract is 3,552,685,000 items, with a guaranteed minimum of 1,000 dollars provided through an initial delivery order for a Contract Data Requirements List deliverable. The contract structure consists of five one-year ordering periods. The source selection process utilizes the Highest Technically Rated Offeror approach, which is neither a tradeoff nor a Lowest Price Technically Acceptable method. Offerors are evaluated on their past technical experience using a self-score matrix, with a Minimum Technical Threshold Rating of 12,160 points out of a possible 15,200. While the IDIQ award is based on technical rating and price reasonableness, individual delivery orders will be competed using either Best Value Tradeoff or Lowest Price Technically Acceptable approaches. Due to the non-standard nature of the materiel, contractors are strictly evaluated on their ability to implement rigorous quality control, ballistic testing, and physical inspections, and must comply with ISO 9001-2015 standards. Proposals must be submitted via the PIEE Solicitation Module by October 26, 2026, at 8:00 AM Central Standard Time and must remain valid for 180 calendar days. Submissions are divided into three volumes covering contractual documents, technical proposals, and pricing.
