AI Contract Overview
The contract solicitation SPE4A7-26-R-0701 is a firm-fixed-price, total small business set-aside for the procurement of 40 SHROUD ASSEMBLIES, GENERATOR (NSN 1560-00-829-9365), with an estimated annual demand of 40 units over a five-year base period, totaling a maximum possible quantity of 200 units, though no options are included. The product must be manufactured per engineering drawing DWG 008299365 and comply with weld class 'B' per BAC 5975 using a 3/16" weld size. Technical and quality requirements are governed by the DLA Master List of Technical and Quality Requirements, and the item is subject to export control under ITAR or EAR, restricting disclosure to foreign persons unless the contractor holds DLA-approved JCP certification, completed required training, and been granted access. Inspection and acceptance must occur at origin per RQ009, with FOB destination applying; first article testing is required, and delivery must be completed within 232 days after award. Packaging must meet DLA RP001 and MIL-STD-129 standards, with MIL-STD-130N marking requirements in effect, though Item Unique Identification is waived per DFARS 252.211-7003(c)(1)(i). The contractor must maintain ISO 9001:2015 or equivalent quality systems and adhere to NIST SP 800-171 cybersecurity requirements. Invoicing is mandatory through WAWF, and contract administration is managed by the DLA Aviation office in Richmond, VA, with Renee Griffin as the primary point of contact. Evaluation of proposals will be based on a trade-off approach where past performance—particularly SPRS/PPIRS ratings, historical quality, and delivery compliance—is significantly more important than other non-price factors, while cost/price and non-price elements are approximately equal in importance. All offerors must be registered in SAM with a valid UEI and CAGE code, represent their small business status accurately, and comply with all Section K representations including foreign ownership disclosures and criminal reporting obligations. No subcontracting deviations are allowed without prior approval, and any nonconforming packaging or delivery delays will trigger corrective action per contract clauses. The solicitation closes August 24, 2
