SHWU B-34 (03710239) Rework

Signal Hill Petroleum, Inc. is proposing a rework project for well SHWU B-34, located in the Long Beach Oil Field in Los Angeles County. The primary scope of work involves the partial abandonment of the lower portion of the wellbore to meet current regulatory standards, which includes the reconstruction of the casing and wellbore on existing well pads. This project requires the use of a workover rig and various vendor equipment to complete a plugback process that is expected to take approximately two weeks. The existing well site is sufficient to accommodate the rig, material staging, and worker parking, and no vegetation disturbance or significant environmental impact is anticipated. The project is subject to oversight by the California Department of Conservation, Geologic Energy Management Division (CalGEM), which has issued a Notice of Exemption based on several categorical exemptions under the California Environmental Quality Act. Because the wellhead is located within a Health Protection Zone, the project must strictly adhere to the health, safety, and environmental requirements mandated by SB 1137. Furthermore, all equipment and vehicles must maintain full compliance with air quality regulations, specifically meeting CARB and South Coast AQMD requirements, and must participate in the California Highway Patrol BITs program. All mobilization and transportation of materials and waste will be conducted via public or private roadways in a manner designed to ensure public safety and environmental protection.
