The interpretative services discipline is a diverse community with new ideas/concepts emerging all the time. Because of this diversity, it is difficulty to be cognizant on all of the applicable technology available to assist the Deaf and Hard of Hearing. In an effort to help NAWCAD provide the necessary services to our Deaf and Hard of Hearing employees, this RFI has been made available to the interpretative services community to provide NAWCAD with information and capability in support of its mission to facility professional sign language/oral/tactile interpreting/transliterating services. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool being used to determine the availability and adequacy of eligible business sources prior to determining potential acquisition strategies and issuance of a request for proposal. In order to keep up with the demands of the Deaf and Hard of Hearing community, NAWCAD must contract for interpreter services on an intermittent, ad hoc basis. NAWCAD is seeking contracting alternatives and sources to provide professional sign language interpreters to meet these urgent ad hoc requirements. The Government is not obligated to and will not pay for any information received from industry sources as a result of this synopsis. The principal place of performance is NAWCAD, Patuxent River, Maryland; however, travel to other NAVAIR sites will be required in support of this effort. It is requested that interested firms submit to the contracting office a brief capabilities statement package (no more than 20 pages in length, single spaced, single sided, 12 point font minimum) demonstrating eligibility and contracting methods to meet NAWCAD's requirements. SUBMISSION OF CAPABILITY PACKAGES: This documentation should address, at a minimum, the following: - Company profile to include current number of employees, DUNS number, Cage code and a statement regarding current small business status (indicate whether Section 8(a), HUBZone or small disabled veteran owned); location(s) - Provide a full description of suggested approaches to provide timely professional sign language interpreters on an intermittent, ad hoc basis. The description should include any applicable information with reference to current technological options as well as contractor support service options. - Clearly delineate your organization's availability to provide sign language services in the Southern Maryland on the following basis scheduled/planned, ad hoc, and urgent services as necessary. The capability statement packages shall be sent by mail to the following address: Department of the Navy, Contracts Department, Code 2515, Attn: Linda Stowe, Bldg. 441, NAWCAD, 21983 Bundy Road, Unit 7, Patuxent River, MD 20670-1127; or via email linda.stowe@navy.mil or by facsimile to (301) 995-0310. Submissions must be received at the office and cited no later than 9:00 AM Eastern Standard Time (EDT) on 27 January 2009. Questions or comments regarding this notice may be addressed electronically to Linda Stowe at linda.stowe@navy.mil. No phone calls will be accepted or returned.
