The Government of Canada, through the Department of National Defence, has issued a solicitation for the procurement of Signal, Smoke and Illumination (Marker Manoverboard) devices, which are specialized combined day and night signals used to mark the position of a person who has fallen overboard from a ship. These devices include a smoke signal and two electric lights, attached to a Kisbie ring by a line. The requirement includes the initial delivery of inert cutaway units and operational units to two Canadian Forces Ammunition Depots (CFAD) located in Bedford, Nova Scotia, and Rocky Point, British Columbia. Specifically, one inert cutaway unit and 100 operational units are to be delivered to each depot by November 1, 2027. Following this, annual deliveries of 100 units per year are required to each location for three consecutive years (2028, 2029, and 2030), to arrive no earlier than September 1 and no later than November 1 in each year. There are no security or Controlled Goods Program requirements attached to this procurement, and submissions can be made in either of Canada’s official languages. The Crown reserves the right to negotiate with suppliers and invites offers from Canadian suppliers as well as suppliers from applicable trading partners, provided they are not subject to any international sanctions.
