The Department of Defense's Program Executive Office for Intelligence Electronic Warfare & Sensors (PEO IEW&S), specifically the Project Manager for Electronic Warfare & Cyber (PM EW&C), is organizing a series of Industry Day events and follow-on engagements focused on Signals Intelligence/Electronic Warfare (SIGINT/EW) future opportunities and the Terrestrial Layer System (TLS) program. The Industry Day held on January 23, 2019, at Aberdeen Proving Ground included both Unclassified/For Official Use Only (FOUO) and Top Secret/Sensitive Compartmented Information (TS/SCI) sessions aimed at current and potential industry partners interested in discussing the future of electronic warfare and cyber capabilities. Attendees were required to preregister, provide security clearances, and adhere to strict security protocols including restricted electronic device use during briefings. After receiving white paper feedback from the initial Industry Day, the Government arranged additional one-on-one meetings from April 16-18, 2019, allowing industry participants to provide more detailed responses and recommendations tailored to the Army’s TLS concept. These meetings were conducted at the Unclassified level with advance submission of presentation materials required and limited attendee sizes. Further, based on the feedback and evolving program strategies, the Government decided to host a second TLS Industry Day event on May 1, 2019, to update industry partners on the latest TLS requirements and program direction. This second Industry Day coincided with the Aberdeen Proving Ground APBI but was designated as a distinct event. The overall process emphasizes engagement with qualified U.S.-only contractors, requiring strict compliance with security clearance and access protocols. Points of contact for both contract and event-related inquiries were provided to facilitate communication and support interested companies in participating effectively. This initiative reflects the Government’s commitment to collaborative development and refinement of the Next Generation Electronic Warfare and Signals Intelligence systems under NAICS code 334511.
