The Department of Justice, Federal Bureau of Investigation (FBI) issued solicitation RFP0003859B for the procurement of 5.56mm NATO silencers for carbines. This procurement, managed by the FBI Redstone Arsenal office in Alabama, was modified via Amendment 0001 to change the set-aside from a small business designation to full and open competition. The solicitation requires bidders to submit a proposal consisting of four volumes: a Technical Proposal, Past Performance, Suppressor Samples, and a Price Proposal, along with a specific cover letter template and certification of sample quality. Technical requirements for the suppressors include a flow-through design and Quick Detach (QD) systems, with performance testing involving accuracy and velocity assessments at 100 meters using specific ammunition types. To facilitate the ATF Form 5 transfer, the FBI provided the ORI number ALFBI0200 and included technical drawings for Bureau Pattern Carbine threads to ensure proper fit. The procurement is classified under NAICS code 332994. A related award record indicates that Huxwrx Safety Co. LLC was associated with a 5.56mm carbine suppressor contract under IDV 15F06721D0003917.
