Silver Oaks Estates Project

The Silver Oaks Estates project, led by the City of Clayton in Contra Costa County, involves the demolition of existing residential structures and outbuildings to construct 32 new single-family residential units on 8.03 acres of a 13.96-acre site. The development includes three junior accessory dwelling units and necessary roadway and utility improvements. Located at Oakhurst Drive and Yolanda Circle, the project is subject to the California Environmental Quality Act, with a Final Environmental Impact Report addressing air quality, greenhouse gas emissions, hazards, and transportation. Construction requirements include a Traffic Control Plan submitted to the City Engineer, which must manage worker parking, restrict site access to main driveways, and utilize flaggers for large vehicles. The project anticipates up to 45 worker and delivery vehicles daily and approximately 10 truck trips during peak periods. Environmental compliance is critical, requiring the protection of species such as the California red-legged frog and burrowing owl, the establishment of riparian buffers near Mount Diablo Creek, and five years of annual monitoring for replacement trees. Additionally, the California Department of Fish and Wildlife must provide written acceptance of roadside curb and storm drain designs, as well as general infrastructure plans, prior to the start of construction.
