Single Channel VITAL 1G

Full and Open. The Air Force plans to procure CLIN: 0001 QTY 1 Each Single Channel VITAL IG, Cabinet, Visual Control Computer, including: a) Keyboard & Mouse, b) Color Computer Monitor, Channel Processor render computer and GPU, Color display monitor, raster only, Joystick device, Ethernet interface, Standard VITAL software including: a) Windows operating system, b) VITAL Training Application Program (TAP), c) FSI standard interface control, d) FSI standard host emulator, e) FSI standard software utilities, Documentation includes FSI standard Operation and Maintenance (O&M) IG Manual, Warranty for one (1) year, IG Setup for Multi-Host, Installation. The Government does not own the data rights to the data or software code and cannot reproduce the Single Channel VITAL 1G. The Single Channel VITAL 1G is a proprietary product of FlightSafety International, Inc. and no other company has the data rights to sell the Single Channel VITAL 1G. Contractor must be an authorized FlightSafety International, Inc.; verification will be made with the company. AUTHORITY: 10 U.S.C. 2304 (C)(1), JUSTIFICATION: SUPPLIES REQUIRED ARE FROM ONLY ONE OR A LIMITED NUMBER OF RESPONSIBLE SOURCE(S) AND NO OTHER TYPE OF SUPPLIES WILL SATISFY AGENCY REQUIREMENTS. THE PROPOSED CONTRACT ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE, OR A LIMITED NUMBER OF SOURCES UNDER THE AUTHORITY OF FAR 6.301-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. HOWEVER, ALL PROPOSALS RECEIVED PRIOR TO THE CLOSING DATE ON THE SOLICITATION WILL BE CONSIDERED BY THE GOVERNMENT. A DETEMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT BASED UPON RESPONSES TO THIS NOTICE IS SOLEY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALY BE CONSIDERED SOLEY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT. SPECIFICATIONS, PLANS, OR DRAWING RELATING TO THE PROCUREMENT DESCRIBED ARE INCOMPLETE OR NOT AVAILABLE AND CANNOT BE FURNISHED BY THE GOVERNMENT. THE GOVERNMENT DOES NOT OWN THE DATA OR RIGHTS TO THE DATA NEEDED TO PURCHASE THIS ITEM FROM ADDITIONAL SOURCES. The solicitation will be issued on 27 March 2014.
